I also had the same issue going from Windows 6.0 to VCSA 6.7.  My SQL database was a little over 60GB and the vCenter VM itself was about 100GB 2vCPU/16GB.  The migration tool only gave me the option for X-Large which was far from appropriate for our environment with less than 1000 VMs.  The VPX_TEXT_ARRAY cleanup took about 40 minutes to run and then another 30 to shrink the database on an all-flash array.  This reduced the database to about 32GB.  The migration tool now let me choose 'Large'.  Then I ran the query to clear out the history over 30 days and that reduced the database to only 3GB in size. That took about 20 minutes to run. I am running esxi 6.7u3 (current right now) and they've changed the way USB devices work... passthrough is now "not capable" for my USB 3.0 xHCI controller. What I have to do is add a "USB device" to the VM and select the actual device (camera, mouse or whatever). The problem however is similar to the 2013 issue, I can reboot the vm or even the server and the device will be re-connected ok... as long as it's powered up. If it's NOT powered up and the host and vm are started then the host doesn't see the USB device an disconnects it from the VM (and it doesn't re-add).  I've been looking for a script to programmatically add "USB device" and select the proper one... but no luck. This is close so maybe gives me a starting point - thanks! Same issue when migrating from 6.0 Windows to 6.7 VCSA for a small environment.  It was the VPX_TEXT_ARRAY table that was causing the issue and I would have never found it if not for your post.  Odd that VMware doesn't include that in their KB on the tiny/small missing article.  &lt;br&gt;For others, my table was only 3 million rows and about 10 GB and had the same issue.
